Was die Spatzen schon von den Dächern gepfiffen haben, ist nun bestätigt: Alexander Van der Bellen steuert eine zweite Amtszeit in der Hofburg an. Er verkündete am Sonntag seine neuerliche Kandidatur in den sozialen Netzwerken.
Van der Bellen postete am Sonntagnachmittag eine Nachricht auf sozialen Netzwerken, zudem wurde vom Verein „Gemeinsam für Van der Bellen – Unabhängige Initiative für die Stärkung der liberalen Demokratie“ ein Video veröffentlicht. „Österreichischer Bundespräsident. Eine spannende Aufgabe. Man muss Überraschungen lieben. Kein Mensch kann einen vorbereiten auf das, was einen da erwartet“, hieß es da. „Wer von uns hätte vor fünf Jahren auch nur eine Idee davon gehabt, was alles passieren würde. In Europa. In der Welt. In unserem geliebten Österreich.“
Es werde „eine große Aufgabe sein, den Frieden, unsere Demokratie und Werte, den sozialen Zusammenhalt und unsere wunderschöne Natur zu bewahren. All das, was uns lieb und teuer ist in unserer Heimat. All das Gute zu bewahren und mitzunehmen in die Zukunft. „Ich möchte – wenn Sie einverstanden sind – das Meinige dazu beitragen, dass die nächsten Jahre gut werden für uns alle. Und ich werde keine Ruhe geben, bis ich sicher bin, dass wir alle gemeinsam auf dem richtigen Weg sind. Mit all meiner Lebenserfahrung und Kraft da sein für unser Österreich. Ich kann mir nichts Sinnvolleres vorstellen“, so Van der Bellen.
Trennung zwischen Amt und Wahlkampf
Im Wahlkampf wolle er „genau zwischen dem Amt als Bundespräsident und meiner Kandidatur“ trennen. Es würden daher keine Ressourcen der Präsidentschaftskanzlei zu Wahlwerbungszwecken genutzt, schrieb er in seinem eigenen Posting.
In einer dazugehörigen Presseaussendung hieß es, Van der Bellen sei als Amtsinhaber ein unabhängiger Bundespräsident. Die Kandidatur werde vom unabhängigen Verein „Gemeinsam für Van der Bellen“ organisiert. Dieser betreibt Accounts mit dem Namen „Der Kandidat Alexander Van der Bellen“. Bereits vor wenigen Tagen hatte ein TikTok-Video die Runde gemacht, das eine neue Kandidatur Van der Bellens in den Raum stellte. Auch hier war es ein Account mit Namen „Der Kandidat“. Wahltermin noch offen
ÖVP und SPÖ hatten bereits erklärt, auf eine Nominierung zu verzichten, sollte Van der Bellen wieder kandidieren. Die ÖVP will sich mit einer Stellungnahme noch Zeit lassen, SPÖ-Bundesparteivorsitzende Pamela Rendi-Wagner bekräftigte am Sonntag gegenüber der APA bereits, den Amtsinhaber zu unterstützen. „Alexander Van der Bellen hat Österreich als Staatsoberhaupt durch turbulente Zeiten und Krisen geführt. Er hat sein Amt unabhängig, verantwortungsvoll und besonnen ausgeführt“.
NEOS wird Van der Bellen – wie schon beim zweiten Wahlgang vor sechs Jahren – bei der neuerlichen Kandidatur ebenfalls unterstützen, wie Generalsekretär Douglas Hoyos erläuterte.
Die FPÖ hingegen wird selbst eine Gegenkandidatin oder einen Gegenkandidaten präsentieren – wer es sein wird, wollte man noch nicht verraten. „Mit Alexander Van der Bellen tritt der Kandidat des gescheiterten Systems erneut zur Bundespräsidentenwahl an“, so Bundesparteichef Herbert Kickl. Grünen-Chef Werner Kogler äußerte sich via Twitter sehr erfreut. „Eine gute Nachricht für Österreich“, hieß es da.
Einen Termin für die Hofburg-Wahl gibt es noch nicht, dieser wird von der Bundesregierung per Ministerratsbeschluss festgelegt, dann muss er vom Hauptausschuss des Nationalrates bestätigt werden.
Vor sechs Jahren geschah das Mitte Jänner – für den Erstwahltermin 24. April und die Stichwahl am 22. Mai. Da der Verfassungsgerichtshof letztere aufhob, wurde Van der Bellen erst am 4. Dezember 2016 gewählt und am 26. Jänner 2017 angelobt.
Komplizierter Fristenlauf
Damit finden nunmehr Präsidentschaftswahlen nicht mehr – wie man es seit 1951 gewöhnt war – im Frühjahr statt, sondern im Herbst. Gewählt werden muss so, dass am 26. Jänner 2023 die Angelobung durch die Bundesversammlung erfolgen kann. Orientiert man sich an den üblichen Fristen, wäre das Mitte November, es könnte aber auch schon früher sein. Der 9. Oktober war ebenso bereits im Gespräch. Jedenfalls muss genug Zeit sein für eine allfällige Stichwahl vier Wochen nach dem ersten Wahlsonntag.
Bundespräsident Van der Bellen tritt wieder an
Van der Bellen wurde im Wahlmarathon 2016 am 4. Dezember 2016 mit 53,79 Prozent ins Amt gewählt – in der Stichwahl gegen den FPÖ-Kandidaten Norbert Hofer. Dieser verzichtet heuer auf eine neuerliche Bewerbung, hat eine solche aber für 2028 in Aussicht gestellt.
Für die Hofburg dürfen nur Österreicherinnen und Österreicher antreten, die am Wahltag mindestens 35 Jahre alt sind. In der Regel waren die Kandidaten deutlich älter. Die jüngsten Bundespräsidenten, Rudolf Kirchschläger und Thomas Klestil, kamen mit 59 ins Amt. Der älteste war bisher Theodor Körner mit 78. Alexander Van der Bellen ist beim nächsten Angelobungstermin 79 Jahre alt.
Wiederkandidatur ist die Regel
Bundespräsidenten dürfen laut Verfassung für eine zweite Amtsperiode im Anschluss an die ersten sechs Jahre kandidieren. Das haben so gut wie alle genützt. Nur eines der bisher acht direkt gewählten Staatsoberhäupter verzichtete: Kurt Waldheim im Jahr 1992, nachdem die Diskussion über seine NS-Vergangenheit 1986 große Gräben aufgerissen hatte. Körner starb in der ersten Periode.
Auf den Stimmzettel geschafft haben es in den bisher 13 Direktwahlen insgesamt 36 Kandidaten und Kandidatinnen, acht von ihnen zweimal. Bis auf den in der ersten Amtszeit verstorbenen Körner und Waldheim haben sich alle Bundespräsidenten (es waren fünf) erfolgreich um eine zweite Amtsperiode beworben. Waldheim hatte schon vor seiner Kür einmal erfolglos kandidiert, zweimal versucht haben es auch Heide Schmidt und Richard Lugner.

Van der Bellen runs again

Separation between office and election campaign
In the election campaign he wants to separate «exactly between the office as Federal President and my candidacy». Therefore, no resources of the presidential office would be used for election advertising purposes, he wrote in his own posting.
An accompanying press release said Van der Bellen, as an incumbent, was an independent federal president. The candidacy would be organized by the independent association «Together for Van der Bellen». This runs accounts with the name «The candidate Alexander Van der Bellen». Already a few days ago, a TikTok video had made the rounds, which put a new candidacy of Van der Bellen in the room. Again, it was an account called «The Candidate.» On Monday morning, Van der Bellen wants to personally comment on his candidacy in a statement to the press.

Election date still open
ÖVP and SPÖ had already declared that they would refrain from nominating him should Van der Bellen run again. The ÖVP still wants to take its time with a statement, SPÖ federal party leader Pamela Rendi-Wagner already reiterated to APA on Sunday to support the incumbent. «Alexander Van der Bellen has led Austria as head of state through turbulent times and crises. He has carried out his office independently, responsibly and prudently.»
NEOS will also support Van der Bellen – as it did in the second round of elections six years ago – in its renewed candidacy, as Secretary General Douglas Hoyos explained.
The FPÖ, on the other hand, will itself present a counter-candidate – who it will be, one did not want to reveal yet. «With Alexander Van der Bellen, the candidate of the failed system is running again for the federal presidential election,» said federal party leader Herbert Kickl. Green Party leader Werner Kogler expressed his delight via Twitter. «Good news for Austria,» it said.

How important is the federal president?
There is not yet a date for the Hofburg election; it is set by the federal government via a resolution of the Council of Ministers, then it must be confirmed by the main committee of the National Council.
Six years ago, this happened in mid-January – for the first election date of April 24 and the runoff election on May 22. Since the Constitutional Court overturned the latter, Van der Bellen was not elected until December 4, 2016, and was sworn in on January 26, 2017.
Complicated timeline
As a result, presidential elections no longer take place in the spring – as had been the case since 1951 – but in the fall. Elections must be held so that the inauguration by the Federal Assembly can take place on January 26, 2023. Based on the usual deadlines, this would be in mid-November, but it could also be earlier. October 9 has also been discussed. In any case, there must be enough time for a possible runoff election four weeks after the first election Sunday.
Van der Bellen was elected to office in the 2016 election marathon on December 4, 2016, with 53.79 percent – in the runoff against FPÖ candidate Norbert Hofer. Hofer will not run again this year, but has held out the prospect of doing so in 2028.
Only Austrians who are at least 35 years old on election day are allowed to run for the Hofburg. As a rule, the candidates were significantly older. The youngest federal presidents, Rudolf Kirchschläger and Thomas Klestil, came into office at 59. The oldest to date was Theodor Körner at 78. Alexander Van der Bellen will be 79 at the next inauguration.
Re-nomination is the rule
According to the constitution, federal presidents may run for a second term of office following their first six years. Almost all of them have taken advantage of this. Only one of the eight directly elected heads of state so far chose not to run: Kurt Waldheim in 1992, after the discussion about his Nazi past in 1986 had opened up huge rifts. Körner died in the first period.
A total of 36 candidates have made it onto the ballot in the 13 direct elections held so far, eight of them twice. With the exception of Körner, who died in the first term, and Waldheim, all of the federal presidents (there were five) successfully ran for a second term. Waldheim had already run once unsuccessfully before his election, and Heide Schmidt and Richard Lugner also tried twice.
